I think that this ending is not a good one as it is an ending that anyone would have expected. The ending was that David Strorm, Petra Strorm and Rosalind Morton, who were able to communicate with each other by transferring thought-shapes into each other's minds, were saved by the Sealand woman and they were sent to Sealand where David, Petra and Rosalind were considered a norm there.
Before all these began, they were not considered as a norm in the city of Waknuk but they were not sterilized and banished to the Fringes as their deviation were not so obvious such that they were not discovered. In Waknuk, any signs of deviation is ruthlessly hunted out and destroyed and David and the other 8 people who are also able to communicate by transferring thought-shapes into each other's minds live in fear of discovery.
If i were the author of the story, i would add a twist to the ending of the story by making all of them die of a plane crash while being sent to Sealand. This would make the ending more unexpected and surprising.
